Rufat Elchiyev

Rufat Elchiyev (September 28, 1983, Baku) — Director of the “ABAD” public legal entity under the State Agency for Public Service and Social Innovations run by the President of the Republic of Azerbaijan.

Life

Rufat Elchiyev was born on September 28, 1983, in Baku. He received his early education at School  №1 named after A. Huseynzade, Baku Turkish Anatolian High School, and the Technical-Humanitarian Lyceum named after H. Bey Mahmudbeyov. From 2001 to 2005, he studied for a bachelor's degree in International Economic Relations at the Azerbaijan State University of Economics, followed by a master's degree in the same faculty from 2006 to 2009.

He served in the Armed Forces of the Republic of Azerbaijan from 2005 to 2006.
He is fluent in Russian, English, and Turkish.
He is married with two children.

Activity

Rufat Elchiyev has held finance-oriented positions in medical and construction companies at various times. From 2005 to 2016, he served in the State Customs Committee of the Republic of Azerbaijan in roles including:

  • Senior Inspector,
  • Head of the Customs Tax and Fees Department, and
  • Deputy Head of the Financial -Tariff and Currency Control Main Department, holding the rank of Customs Service Lieutenant Colonel.

Since October 2016, he has been serving as the Director of the “ABAD” public legal entity run by the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan.

Awards

Rufat Elchiyev has received several notable awards, including:

  • “For Distinction in Civil Service” Medal (by Presidential Decree № 1300, January 25, 2011);
  • “Progress” Medal (by Presidential Decree № 860, December 27, 2018);
  • “20th Anniversary of the State Customs Committee of the Republic of Azerbaijan” Jubilee Medal (January 30, 2012);
  • “Excellence in Customs Service” Badge (May 3, 2016).
