On September 23, 2016, President of the Republic of Azerbaijan Mr. Ilham Aliyev signed a decree on the establishment of the legal entity "ABAD" under the subordination of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan.

In order to ensure the active participation of citizens in the socio-economic development of the Republic of Azerbaijan, to support the activities of family-based farms, to stimulate the development of small and medium-sizedentrepreneurship, and to increase the employment rate of the population, President Ilham Aliyev has signed a Decree on the establishment of a public legal entity “ABAD” under the subordination of the state Agency for Public service and Social İnnovations.

Within the framework of the pilot project one million manats from the Reserve Fund of the President of the Republic of Azerbaijan were allocated to State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan to launch “ABAD” centers and this amount were envisaged from the State Budget of the Republic of Azerbaijan for 2016.

Having created based on the decree, “ABAD” public legal entity  (the acronym ABAD stands for "Simplified Support to Family Businesses")  renders implementation of support projects for family businesses, small and medium-sized entrepreneurs, as well as assistance in use of modern technological production equipment, marketing, branding and design, financial accounting, legal procedures and the organization of transportation and sales of the produced items.
